Officiellement, il s\u2019agit de remettre de l\u2019ordre dans les fichiers et de s\u2019assurer que chaque nom correspond bien \u00e0 une pr\u00e9sence devant \u00e9l\u00e8ves, et non \u00e0 une silhouette administrative \u00e9vapor\u00e9e.<\/p>\n\n\n\n<p>Annonc\u00e9e dans une correspondance minist\u00e9rielle adress\u00e9e le 18 f\u00e9vrier dernier aux d\u00e9l\u00e9gu\u00e9s r\u00e9gionaux des Enseignements secondaires, l\u2019initiative a quelque chose d\u2019un inventaire de rentr\u00e9e\u2026 mais version tr\u00e9sor public. En effet, l\u2019administration semble dire : \u00ab Montrez-nous votre visage avant de signer la feuille de pr\u00e9sence \u00bb. Derri\u00e8re la boutade, l\u2019enjeu est s\u00e9rieux. Les finances publiques cherchent \u00e0 se prot\u00e9ger des effectifs fictifs, tandis que les \u00e9tablissements esp\u00e8rent combler des absences qui, parfois, transforment les emplois du temps en puzzles impossibles. Autrement dit, s\u2019assurer que derri\u00e8re chaque matricule se trouve bien un enseignant en chair, en os\u2026 et devant tableau.<br>La convocation de milliers d\u2019enseignants soup\u00e7onn\u00e9s d\u2019irr\u00e9gularit\u00e9s, notamment apr\u00e8s des voyages \u00e0 l\u2019\u00e9tranger, r\u00e9v\u00e8le aussi un malaise plus profond. L\u2019\u00e9cole camerounaise n\u2019exporte pas seulement des talents ; elle perd parfois des bras et des voix indispensables. \u00ab Quand un professeur s\u2019envole sans formalit\u00e9s, c\u2019est souvent toute une classe qui reste en escale p\u00e9dagogique \u00bb, soupire la direction des ressources humaines du MINSEC.<\/p>\n\n\n\n<p>On pourrait sourire de cette bureaucratie qui exige listes Excel, signatures et justificatifs, comme si l\u2019enseignement se mesurait en cellules et en colonnes. Pourtant, la d\u00e9marche rappelle une v\u00e9rit\u00e9 simple : sans visibilit\u00e9 sur ses ressources humaines, aucun syst\u00e8me \u00e9ducatif ne tient durablement debout. La digitalisation promise appara\u00eet alors comme un antidote aux zones d\u2019ombre o\u00f9 prosp\u00e8rent retards, doublons et oublis. L\u2019op\u00e9ration se veut donc \u00e0 la fois outil de discipline budg\u00e9taire et signal de fermet\u00e9. Elle rappelle que l\u2019\u00e9cole ne peut fonctionner sur la base d\u2019approximations.<\/p>\n\n\n\n<p>Reste la question essentielle : contr\u00f4ler suffit-il \u00e0 fid\u00e9liser ?
