ELECAM, la Commission \u00e9lectorale nationale, devra remettre ce mercredi au plus tard son rapport final de recensement des votes, ouvrant la voie de la proclamation des r\u00e9sultats par le Conseil constitutionnel. Selon la loi \u00e9lectorale, seul le Conseil constitutionnel est habilit\u00e9 \u00e0 valider et annoncer le r\u00e9sultat d\u00e9finitif. Il dispose \u00e0 cet effet d&rsquo;un d\u00e9lai de 14 jours \u00e0 compter des d\u00e9pouillements des urnes apr\u00e8s le scrutin.<\/p>\n\n\n\n<p>Cette semaine s\u2019annonce d\u00e9cisive. Du d\u00e9compte officiel des voix \u00e0 la proclamation des r\u00e9sultats, chaque \u00e9tape sera scrut\u00e9e avec attention par les acteurs politiques et la soci\u00e9t\u00e9 civile. Le rapport national sur l\u2019ensemble du scrutin, attendu au plus tard lundi 27 octobre, pourrait bien d\u00e9clencher des vagues d\u2019\u00e9motion et poser les jalons du futur pouvoir.<\/p>\n\n\n\n<p>D\u00e8s la remise du rapport, la phase contentieuse d\u00e9butera. Les candidats et partis ayant d\u00e9pos\u00e9 des recours disposent d&rsquo;une marge de man\u0153uvre pour attaquer devant le Conseil constitutionnel les cas d\u2019irr\u00e9gularit\u00e9s ou de fraudes constat\u00e9es lors du scrutin du 12 octobre. Ce n\u2019est qu\u2019apr\u00e8s l\u2019examen de ces recours que le nom du ou de la candidat(e) \u00e9lu(e) pourra \u00eatre proclam\u00e9 officiellement.<\/p>\n\n\n\n<p>Sur le terrain, l\u2019atmosph\u00e8re oscille entre impatience et vigilance. Les observateurs redoutent que des divergences entre r\u00e9sultats proclam\u00e9s et perceptions populaires ne provoquent des tensions. Le gouvernement insiste : seule la voie l\u00e9gale est l\u00e9gitime. De son c\u00f4t\u00e9, l\u2019opposition se dit pr\u00eate \u00e0 contester tout r\u00e9sultat jug\u00e9 \u00ab contestable \u00bb.<\/p>\n\n\n\n<p>Cette semaine marque donc l\u2019ultime acte d\u2019une \u00e9lection aux enjeux cruciaux pour le pays.
