Car dans un monde o\u00f9 pr\u00e8s de 80 % des \u00e9changes transitent par voie maritime, chaque fr\u00e9missement du commerce mondial se r\u00e9percute jusqu\u2019aux quais de Douala, Kribi, Lagos, Tema, Abidjan ou Mombasa. Ce coup de frein doit r\u00e9sonner comme un \u00e9lectrochoc. L\u2019Afrique ne peut plus se contenter de ses infrastructures vieillissantes, de ses terminaux satur\u00e9s et de ses proc\u00e9dures administratives interminables. La v\u00e9ritable bataille ne se jouera plus seulement sur la capacit\u00e9 d\u2019accueil mais sur la comp\u00e9titivit\u00e9. Chaque conteneur, chaque escale, chaque flux logistique sera convoit\u00e9. Ceux qui sauront offrir rapidit\u00e9, fluidit\u00e9 et s\u00e9curit\u00e9 remporteront la mise. Les autres resteront \u00e0 quai, spectateurs d\u2019une mondialisation qui s\u2019\u00e9crit sans eux.<\/p>\n\n\n\n<p>Or le constat est s\u00e9v\u00e8re : goulets d\u2019\u00e9tranglement, corruption end\u00e9mique, lenteurs chroniques\u2026 trop souvent, les ports africains symbolisent les retards structurels du continent. Derri\u00e8re ces obstacles se cache pourtant un potentiel immense. Car un port n\u2019est pas qu\u2019un simple point de d\u00e9barquement : c\u2019est une porte d\u2019entr\u00e9e vers les march\u00e9s int\u00e9rieurs, une plateforme d\u2019int\u00e9gration r\u00e9gionale, un levier strat\u00e9gique pour attirer investissements et industries.<\/p>\n\n\n\n<p>Dans ce contexte, le ralentissement mondial peut paradoxalement se transformer en chance. Une chance d\u2019acc\u00e9l\u00e9rer la modernisation, d\u2019investir enfin dans l\u2019automatisation des terminaux, la digitalisation des proc\u00e9dures, la fluidit\u00e9 des corridors multimodaux reliant routes, rails et plateformes logistiques int\u00e9rieures. Bref, une chance de passer du bricolage au strat\u00e9gique. Les exemples ne manquent pas. L\u00e0 o\u00f9 certains ports africains ont engag\u00e9 de vraies r\u00e9formes \u2013 \u00e0 Durban, \u00e0 Tanger Med, ou dans le hub \u00e9mergent de Kribi \u2013 les r\u00e9sultats sont visibles : d\u00e9lais r\u00e9duits, co\u00fbts ma\u00eetris\u00e9s, flux s\u00e9curis\u00e9s. L\u00e0 o\u00f9 rien n\u2019a \u00e9t\u00e9 entrepris, l\u2019immobilisme se paie cash : cargaisons bloqu\u00e9es, armateurs frustr\u00e9s, \u00e9conomies \u00e9touff\u00e9es.<\/p>\n\n\n\n<p>La question n\u2019est donc plus technique. Elle est \u00e9minemment politique. L\u2019Afrique a les moyens financiers, humains et technologiques d\u2019op\u00e9rer cette mue. Les partenaires internationaux sont pr\u00eats \u00e0 cofinancer. Les investisseurs priv\u00e9s attendent des signaux clairs. Ce qui manque encore trop souvent, c\u2019est la volont\u00e9 politique de r\u00e9duire les rentes, de couper court aux pratiques opaques et de parier sur l\u2019avenir plut\u00f4t que sur la survie au jour le jour. Car moderniser un port, c\u2019est bien plus qu\u2019un chantier d\u2019infrastructures. C\u2019est un acte de souverainet\u00e9. C\u2019est affirmer que le continent refuse de rester un maillon p\u00e9riph\u00e9rique, condamn\u00e9 \u00e0 subir les fluctuations impos\u00e9es ailleurs. C\u2019est aussi redonner de l\u2019air \u00e0 ses \u00e9conomies nationales, offrir \u00e0 ses jeunes entrepreneurs des d\u00e9bouch\u00e9s \u00e9largis, et renforcer une int\u00e9gration r\u00e9gionale trop souvent r\u00e9duite \u00e0 des slogans.<\/p>\n\n\n\n<p>La mer, en 2025, sera moins g\u00e9n\u00e9reuse. Mais elle continuera de battre les rivages africains, r\u00e9guli\u00e8re et exigeante. Aux dirigeants de transformer ce souffle ralenti en opportunit\u00e9. \u00c0 eux de prouver que les ports africains ne seront plus des goulets d\u2019\u00e9tranglement mais les portes ouvertes d\u2019une prosp\u00e9rit\u00e9 partag\u00e9e. Le ralentissement n\u2019est pas une fatalit\u00e9.
