Les flux commerciaux entre les pays de la Cemac repr\u00e9sentent \u00e0 peine 2 % du volume global, un chiffre bien en de\u00e7\u00e0 du potentiel r\u00e9gional. Dans ce contexte, am\u00e9liorer la fluidit\u00e9 logistique et la comp\u00e9titivit\u00e9 des corridors devient une priorit\u00e9 strat\u00e9gique. Les r\u00e9sultats de l\u2019\u00e9tude men\u00e9e par l\u2019ISSEA apportent une note d\u2019optimisme : le PAD (Port autonome de Douala) enregistre une nette am\u00e9lioration de ses performances. \u00ab Le temps global de transit, qui \u00e9tait auparavant de 14 jours, a \u00e9t\u00e9 ramen\u00e9 entre 8 et 9 jours \u00bb, explique le Pr Robert Ngonte, chef de projet adjoint \u00e0 l\u2019OPA. Une \u00e9volution qui traduit des efforts de modernisation et de rationalisation des proc\u00e9dures.<\/p>\n\n\n\n<p> Le constat est partag\u00e9 par Marcel Opoumba, directeur g\u00e9n\u00e9ral de l\u2019ISSEA et chef de projet OPA. Selon lui, \u00ab la r\u00e9duction des d\u00e9lais et la perception positive des usagers, notamment les commissionnaires en douane agr\u00e9\u00e9s, justifient l\u2019attribution d\u2019une mention honorable au Port autonome de Douala \u00bb. L\u2019\u00e9tude rel\u00e8ve \u00e9galement une diminution significative des faux frais exig\u00e9s lors de certains contr\u00f4les, am\u00e9liorant ainsi la transparence et la comp\u00e9titivit\u00e9 du site. Pour Joseph Nguene Nteppe, chef de la division de l\u2019analyse prospective et de la coop\u00e9ration au PAD, \u00ab ces r\u00e9sultats conf\u00e8rent au port un indicateur de comp\u00e9titivit\u00e9 essentiel pour son image et son attractivit\u00e9 \u00bb. C\u2019est donc sur la foi de tous ces \u00e9l\u00e9ments, que le PAD, principal poumon \u00e9conomique du Cameroun et de la sous-r\u00e9gion, a re\u00e7u ce jeudi 4 septembre 2025 \u00e0 Douala, une distinction particuli\u00e8re : la \u00ab mention honorable \u00bb.<\/p>\n\n\n\n<p><strong>Des progr\u00e8s, mais aussi des d\u00e9fis<\/strong><\/p>\n\n\n\n<p>L\u2019\u00e9valuation souligne toutefois que tout n\u2019est pas encore parfait. Plusieurs points restent \u00e0 am\u00e9liorer, \u00e0 commencer par l\u2019insuffisance des balises GPS utilis\u00e9es pour suivre les cargaisons. Sur environ 3 000 balises n\u00e9cessaires, seules 1 500 sont effectivement disponibles, entra\u00eenant des retards dans le suivi des camions et allongeant le s\u00e9jour des v\u00e9hicules dans l\u2019enceinte portuaire, estim\u00e9 en moyenne \u00e0 trois jours.<br>\u00c0 cela s\u2019ajoute la faiblesse de la connectivit\u00e9 internet, un probl\u00e8me r\u00e9current dans l\u2019ensemble de l\u2019Afrique centrale, qui ralentit la transmission et le traitement des donn\u00e9es. \u00ab L\u2019int\u00e9gration de la plateforme num\u00e9rique Bus Cam6 demeure partielle. Certaines proc\u00e9dures, comme l\u2019\u00e9mission du titre de transit ou de la lettre de voiture internationale, sont encore effectu\u00e9es sous format papier \u00bb, regrette le DG de l\u2019ISSEA.<br>Les d\u00e9lais et les co\u00fbts restent donc jug\u00e9s sup\u00e9rieurs aux standards internationaux. S\u2019y greffent des difficult\u00e9s de gouvernance et de coordination entre les diff\u00e9rents organismes impliqu\u00e9s dans la gestion du fret. Le manque d\u2019informations claires sur les proc\u00e9dures continue de p\u00e9naliser les transporteurs et les usagers, notamment les chauffeurs de la Communaut\u00e9 des transporteurs d\u2019Afrique (CTA).<\/p>\n\n\n\n<p><strong>Recommandations pour l\u2019avenir<\/strong><\/p>\n\n\n\n<p>Face \u00e0 ces limites, l\u2019ISSEA a formul\u00e9 une s\u00e9rie de recommandations destin\u00e9es non seulement au PAD, mais \u00e0 l\u2019ensemble des pays membres de la CEMAC. L\u2019une des priorit\u00e9s reste la finalisation de la num\u00e9risation et l\u2019harmonisation des syst\u00e8mes d\u2019information au niveau sous r\u00e9gional. L\u2019objectif est de centraliser toutes les proc\u00e9dures \u00e0 travers un guichet unique portuaire, dot\u00e9 d\u2019une plateforme int\u00e9gr\u00e9e.<\/p>\n\n\n\n<p>En mati\u00e8re de gouvernance, l\u2019accent doit \u00eatre mis sur la responsabilisation des agents et la mise en place de m\u00e9canismes efficaces de d\u00e9nonciation et de contr\u00f4le interne. La modernisation des infrastructures constitue \u00e9galement un chantier majeur, incluant l\u2019am\u00e9lioration de la connexion internet, de l\u2019approvisionnement en \u00e9nergie et du d\u00e9ploiement complet des GPS.<\/p>\n\n\n\n<p>Sur le plan institutionnel et r\u00e9gional, l\u2019\u00e9tude recommande une formation continue des acteurs portuaires ainsi que la promotion et la g\u00e9n\u00e9ralisation de l\u2019outil informatique SGMAC, d\u00e9j\u00e0 d\u00e9velopp\u00e9 par la CEMAC.<\/p>\n\n\n\n<p><strong>Un projet structurant pour la sous-r\u00e9gion<\/strong><\/p>\n\n\n\n<p>L\u2019OPA-AC, cadre dans lequel s\u2019inscrit cette \u00e9tude, est un projet lanc\u00e9 par la CEMAC dans le but de renforcer la gouvernance des infrastructures de transport en Afrique centrale. Financ\u00e9 dans le cadre du programme d\u2019appui \u00e0 la gouvernance des infrastructures r\u00e9gionales et nationales, il vise \u00e0 r\u00e9duire les pratiques anormales qui freinent la fluidit\u00e9 des \u00e9changes commerciaux et minent la comp\u00e9titivit\u00e9 des corridors.<\/p>\n\n\n\n<p>\u00c0 travers ce rapport, le PAD, malgr\u00e9 ses insuffisances, d\u00e9montre sa capacit\u00e9 \u00e0 am\u00e9liorer ses performances et \u00e0 s\u2019aligner progressivement sur les standards internationaux.
