L\u2019actualit\u00e9 y aff\u00e9rente met en lumi\u00e8re la signature d\u2019une convention de partenariat, le 1er ao\u00fbt 2025, en vue de la construction d\u2019un complexe h\u00f4telier de classe 5 \u00e9toiles. La convention qu\u2019ont sign\u00e9e tour \u00e0 tour Cyrus Ngo\u2019o, directeur g\u00e9n\u00e9ral du PAD et David Leilak, directeur g\u00e9n\u00e9ral de Leilak estates corporation Sarl, consacre la construction d\u2019un \u00e9difice sur une surface de 11. 000 m2 sur la p\u00e9riode de 2026-2027. <\/p>\n\n\n\n<p>Quelques jours plus t\u00f4t, soit le 25 juillet, ledit port abritait une c\u00e9r\u00e9monie d\u2019un autre genre. Celle-ci est li\u00e9e au lancement des travaux de construction d\u2019un quai et d\u2019un terminal mixte vraquier. Il est question pour le coup d\u2019accroitre les capacit\u00e9s logistiques du terminal \u00e0 conteneurs. Pour une p\u00e9riode de 27 mois et un budget de 282 milliards de FCFA, il est question d\u2019am\u00e9nager 36 Hectares. Soit : 1000 m\u00e8tres lin\u00e9aires de quai, un b\u00e2timent administratif de 4000m2 un magasin de stockage de 3000m2, un atelier de 3250m2, ainsi que des infrastructures de stockage modernes dont des silos portant la capacit\u00e9 totale de 120.000 tonnes. \u00ab Le Port de Douala-Bonab\u00e9ri ne se contente plus d\u2019\u00eatre une r\u00e9f\u00e9rence. Il est d\u00e9sormais en voie de devenir un hub portuaire maritime puissant, int\u00e9gr\u00e9, tourn\u00e9 vers l\u2019avenir et absolument comp\u00e9titif \u00bb, constatait alors le Premier ministre, chef du gouvernement, Joseph Dion Ngute, le 25 juillet sur le site portuaire.<\/p>\n\n\n\n<p><strong>Moteur d\u2019int\u00e9gration<\/strong><\/p>\n\n\n\n<p>C\u2019est tout dire sur la dynamique en marche. Des projets s\u2019\u00e9chelonnent, les acquisitions aussi ; permettant ainsi l\u2019infrastructure de s\u2019arrimer \u00e0 la forte croissance du trafic. Le 24 juillet 2025, le directoire de la structure lan\u00e7ait les travaux de construction d\u2019une zone industrialo-portuaire de 500 hectares \u00e0 Missol\u00e8 1, sur les berges de la Dibamba, le projet y relatif consiste \u00e0 un am\u00e9nagement de 350 hectares pour accueillir des unit\u00e9s agro-industrielles ; un parc \u00e0 bois et un port de p\u00eache. Les sch\u00e9mas pr\u00e9voient \u00e9galement une zone logistique multimodale sur 100 hectares et une zone r\u00e9sidentielle sur 50 hectares. Ce port sec ainsi que ceux de Ngaound\u00e9r\u00e9 et de Bamenda (qui ne d\u00e9pendent cependant pas du PAD) rentrent dans le cadre de la mise en \u0153uvre de la Strat\u00e9gie nationale de d\u00e9veloppement (SND30). Lequel instruit l\u2019am\u00e9lioration du niveau de service suivant les normes et la r\u00e9sorption des d\u00e9ficits et gaps enregistr\u00e9s dans le secteur des transports. <\/p>\n\n\n\n<p>\u00ab Le Port autonome de Douala, en sa qualit\u00e9 d\u2019autorit\u00e9 portuaire locale, g\u00e8re un domaine public portuaire desservi par un chemin d\u2019acc\u00e8s de 50 Km. Cet espace d\u2019une superficie d\u2019environ 1000 hectares constitue le principal support de son action mais force est de constater que la quasi-totalit\u00e9 de cette surface est d\u00e9j\u00e0 exploit\u00e9e, entrainant une saturation progressive des terminaux portuaires. Avec ses installations actuelles, le port autonome de Douala-Bonab\u00e9ri traite pr\u00e8s de 13 millions de tonnes de marchandises par an transport\u00e9s par plus de 3000 navires. Alors que ses plateformes lors de sa 2e extension dans les ann\u00e9es 1980, \u00e9taient pr\u00e9vues pour accueillir un volume de 7,5 millions de tonnes par an \u00bb, expliquait alors Cyrus Ngo\u2019o.<\/p>\n\n\n\n<p>Les ouvrages entam\u00e9s portent cependant la hauteur de l\u2019ambition poursuivie. Celle de passer \u00e0 45 millions de tonnes de marchandises trait\u00e9es par an \u00e0 l\u2019horizon 2050, conform\u00e9ment \u00e0 son sch\u00e9ma directeur de d\u00e9veloppement (2020-2050). \u00abLes capacit\u00e9s actuelles du port sont largement d\u00e9pass\u00e9es, limitant les capacit\u00e9s logistiques et industrielles en pleine croissance dans cet environnement portuaires. Il faut balayer cette contrainte. Ainsi les berges de la Dibamba accueilleront des installations d\u2019accostage destin\u00e9es aux pages assurant le transfert des marchandises entre le site de Douala et celui de la Dibamba. Ce transfert portera \u2026. Sous r\u00e9gime des transits \u00e0 destination du Tchad, de la R\u00e9publique centrafricaine et du Congo, ainsi que sur les op\u00e9rations li\u00e9es \u00e0 l\u2019exportation du bois \u00bb, mart\u00e8le-t-il, mettant en exergue plusieurs avantages. Notamment la promotion de la transformation locale avec pour corollaire la mise en \u0153uvre de la politique d\u2019import substitution, l\u2019\u00e9panouissement du capital humain et l\u2019insertion professionnelle des jeunes, entre autres.<\/p>\n\n\n\n<p><strong>Le PAD d\u2019hier \u00e0 aujourd\u2019hui<\/strong><\/p>\n\n\n\n<p>Tous les chantiers engag\u00e9s ont vocation \u00e0 conduire le Port autonome de Douala vers une nouvelle \u00e8re ; qui, l\u2019ambitionne-t-on, sera marqu\u00e9e vers un accroissement et une diversification de revenus. La d\u00e9marquant &#8211; peut-on le pensant \u00e0 la mesure des chantiers initi\u00e9s depuis 2020 &#8211; des 15 ann\u00e9es de gestion du terminal \u00e0 conteneurs par la Douala international terminal (DIT). Plusieurs griefs \u00e9taient port\u00e9s \u00e0 l\u2019encontre de cette structure, notamment sur de questions d\u2019ordre p\u00e9cuniaire, en t\u00e9moigne un communiqu\u00e9 de la Task force maritime (TFM) rendu publique courant novembre 2019. \u00ab La convention sign\u00e9e entre le PAD et le groupement Bollore\/APMT en 2004 \u00e0 son article 7 d\u00e9limitait les lois, les r\u00e8glements \u00e0 respecter, particuli\u00e8rement la Loi n\u00b0 83\/016 du 21 juillet 1983 et son d\u00e9cret d\u2019application n\u00b085\/1278 du 26 septembre 1985. <\/p>\n\n\n\n<p>Il est clairement mentionn\u00e9 que le d\u00e9lai de s\u00e9jour des marchandises dans le combinat portuaire est de 11 jours franc, pass\u00e9 ce d\u00e9lai, les marchandises qui y s\u00e9journent sont frapp\u00e9es de p\u00e9nalit\u00e9 et cette p\u00e9nalit\u00e9 est r\u00e9partie entre l\u2019autorit\u00e9 portuaire et l\u2019acconier de gardiennage et de la facturation jusqu\u2019\u00e0 l\u2019enl\u00e8vement \u00e0 50% pour chaque partie. Le refus cat\u00e9gorique de reversement du montant de 24 milliards de dollars au PAD (frais de stationnement depuis 2024) constitue un d\u00e9tournement de derniers publics \u00bb, d\u00e9nonce le collectif d\u2019expert du transport ferroviaire, routier et maritime.<\/p>\n\n\n\n<p>D\u2019importantes retomb\u00e9es financi\u00e8res sont attendues des diff\u00e9rents chantiers amorc\u00e9s. Conte un investissement (en mode partenariat public-priv\u00e9 de type construction-exploitation-transfert) de 160 milliards de FCFA, le PAD percevra une redevance fixe annuelle de 264 millions de FCFA compl\u00e9t\u00e9e par une redevance variable \u00e9quivalent \u00e0 3% du chiffre d\u2019affaires du futur h\u00f4tel du Port. S\u2019agissant terminal mixte vraquier, les revenus attendues portent sur des recettes fiscales et douani\u00e8res de 152 milliards de FCFA sur une p\u00e9riode de 25 ans. Des redevances de l\u2019ordre de 106 milliards de FCFA, soit une moyenne de 4,2 milliards de FCFA, seront revers\u00e9es au PAD au titre de l\u2019exploitation.<\/p>\n\n\n\n<p><strong>Embellie s\u00e9curitaire<\/strong><\/p>\n\n\n\n<p>Le processus de transformation en cours au PAD touche \u00e0 bien des \u00e9gards le volet s\u00e9curitaire avec un impact sur la surveillance des marchandises sur la place portuaire ; car la mise en place, depuis 2019, des syst\u00e8mes de vid\u00e9o-surveillance ainsi que des contr\u00f4les d\u2019acc\u00e8s biom\u00e9trique, a conduit \u00e0 une r\u00e9duction du vol de marchandises. En f\u00e9vrier 2025, le PAD s\u2019est dot\u00e9 d\u2019un syst\u00e8me de suivi et de surveillance des navires ainsi que radars de navigation de longue port\u00e9e. Ce qui augmente le dispositif de lutte contre la piraterie. <\/p>\n\n\n\n<p>L\u2019installation de l\u2019Architecture de Yaound\u00e9 au PAD a par ailleurs conduit \u00e0 des retomb\u00e9es positives pour le Golfe de Guin\u00e9e o\u00f9 le nombre d\u2019incidents s\u00e9curitaires connait en 2024 une baisse de 16% par rapport \u00e0 2023, selon le rapport 2024 du minist\u00e8re fran\u00e7ais des Arm\u00e9es sur la suret\u00e9 des espaces maritimes. \u00ab Finalement la s\u00e9curit\u00e9 maritime continue de s\u2019am\u00e9liorer sur l\u2019ensemble du Golfe de Guin\u00e9e. Cela est d\u00fb aux efforts entrepris par les pays de l\u2019Architecture de Yaound\u00e9 et au d\u00e9veloppement de plusieurs marines r\u00e9gionales \u00bb ; mentionne le rapport. Les efforts en la mati\u00e8re ne sont pas \u00e0 leur terme. Le 22 juillet dernier, l\u2019institution a proc\u00e9d\u00e9 \u00e0 l\u2019acquisition de nouveaux mat\u00e9riels de s\u00e9curit\u00e9. A l\u2019occurrence un fourgon pompe d\u2019une capacit\u00e9 de 15 000 litres d\u2019eau et de 30 000 litres de mousse extinctrice ; d\u2019un camion-\u00e9chelle de 42m et de v\u00e9hicules de secours m\u00e9dicalis\u00e9s.<\/p>\n\n\n\n<p class=\"has-text-align-right\"><strong><em>Louise Nsana<\/em><\/strong><\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Acquisition de remorqueurs et portiques, nouveau terminal \u00e0 conteneurs\u2026 la tangente d\u2019une nouvelle \u00e8re de performance, de modernisation et d\u2019autonomie logistique est d\u00e9finitivement lanc\u00e9e au sein de la structure.
