Pour la Soci\u00e9t\u00e9 nationale des hydrocarbures (SNH), il s\u2019agit \u00ab\u00a0de maitriser notre chaine de valeur p\u00e9troli\u00e8re, renforcer notre s\u00e9curit\u00e9 \u00e9nerg\u00e9tique, et doter notre pays d\u2019infrastructures modernes, capables de r\u00e9pondre aux besoins croissants du march\u00e9 int\u00e9rieur et de la sous-r\u00e9gion\u00a0\u00bb. La livraison de la phase 1 des travaux (la raffinerie) est annonc\u00e9e en juin 2028. A construire en 30 mois, des installations futuristes de derni\u00e8re g\u00e9n\u00e9ration comprenant une raffinerie int\u00e9gr\u00e9e et un d\u00e9p\u00f4t de stockages des r\u00e9serves strat\u00e9giques de carburants. La pr\u00e9sentation du projet donne plus d\u2019informations. Morceaux choisis&nbsp;: \u00ab&nbsp;Le D\u00e9p\u00f4t de Stockage des R\u00e9serves P\u00e9troli\u00e8res Strat\u00e9gique Nationales \u2013 commun\u00e9ment appel\u00e9 Tank Farm \u2013 constituera une infrastructure logistique de r\u00e9f\u00e9rence, con\u00e7ue selon les normes internationales API, ASME et NFPA. Situ\u00e9 \u00e0 proximit\u00e9 du port en eau profonde de Kribi, il b\u00e9n\u00e9ficiera d\u2019un emplacement strat\u00e9gique, optimisant les flux logistiques entre l\u2019importation, le stockage et la distribution des produits p\u00e9troliers. Sa capacit\u00e9 de stockage atteindra 250.000 tonnes m\u00e9triques, soit environ 300.000 m\u00e8tres cubes, r\u00e9partis dans 13 bacs destin\u00e9s \u00e0 contenir du gasoil, de l\u2019essence, du k\u00e9ros\u00e8ne (Jet A1) et du carburant d\u2019aviation). Les bacs seront construits en acier carbone, \u00e0 toit fixe et \u00e0 simple paroi, conform\u00e9ment \u00e0 la norme API 650, et prot\u00e9g\u00e9 par un syst\u00e8me de protection cathodique contre la corrosion&nbsp;\u00bb. Ce r\u00e9seau int\u00e8grera des vannes motoris\u00e9es, des d\u00e9bitm\u00e8tres volum\u00e9triques pr\u00e9 \u00e9talonn\u00e9s, ainsi qu\u2019un syst\u00e8me automatis\u00e9 de comptage et de d\u00e9tection de fuites, assurant s\u00e9curit\u00e9, fiabilit\u00e9 et pr\u00e9cision\u2026 En mati\u00e8re de performances, le terminal permettra une rotation annuelle estim\u00e9e \u00e0 1,2 million de tonnes de produits. Il jouera \u00e9galement un r\u00f4le strat\u00e9gique dans l\u2019exportation et le transit r\u00e9gional, notamment vers les pays voisins enclav\u00e9s comme le Tchad et la R\u00e9publique Centrafricaine&nbsp;\u00bb. En effet, le terminal de Kribi sera \u00e9galement dimensionn\u00e9 pour soutenir les activit\u00e9s de soutage maritime dans le Golfe de Guin\u00e9e, ce qui contribuera \u00e0 positionner le Cameroun comme hub r\u00e9gional d\u2019approvisionnement \u00e9nerg\u00e9tique. \u00ab&nbsp;Les installations viseront un taux de disponibilit\u00e9 sup\u00e9rieur \u00e0 98%, gr\u00e2ce \u00e0 une politique rigoureuse de maintenance pr\u00e9ventive, garantissant une continuit\u00e9 d\u2019exploitation optimale&nbsp;\u00bb, lit-on dans la pr\u00e9sentation du projet.<\/p>\n\n\n\n<p><strong>2- Une raffinerie int\u00e9gr\u00e9e pour le bassin minier du pays<\/strong><\/p>\n\n\n\n<p>C\u2019est un tsunami de forte ampleur qui s\u2019annonce dans le domaine \u00e9nerg\u00e9tique en Afrique. 65 ans apr\u00e8s son ind\u00e9pendance, le Cameroun va enfin raffiner son brut. \u00ab En compl\u00e9ment du Tank Farm, une raffinerie moderne int\u00e9gr\u00e9e sera install\u00e9e pour transformer localement le brut en produits finis \u00e0 forte valeur ajout\u00e9e. L\u2019article 13, alin\u00e9a 1&nbsp;: \u00ab&nbsp;Les stocks de s\u00e9curit\u00e9 sont une propri\u00e9t\u00e9 de l\u2019Etat. A ce titre, la mise \u00e0 la consommation et \/ ou le pr\u00e9l\u00e8vement sur lesdits stocks sont soumis \u00e0 l\u2019autorisation pr\u00e9alable du ministre charg\u00e9 des produits p\u00e9troliers&nbsp;\u00bb. L\u2019alin\u00e9a 2&nbsp;: \u00ab&nbsp;Le financement, la constitution, l\u2019entreposage, la mise \u00e0 niveau des stocks de s\u00e9curit\u00e9 incombent \u00e0 la Soci\u00e9t\u00e9 Nationale des Hydrocarbures (SNH). Alin\u00e9a 3&nbsp;: \u00ab&nbsp;Le suivi des stocks de s\u00e9curit\u00e9 est assur\u00e9 conjointement par le minist\u00e8re charg\u00e9 des produits p\u00e9troliers et la Soci\u00e9t\u00e9 Nationale des Hydrocarbures&nbsp;\u00bb. En effet, ce projet structurant \u00ab contribuera \u00e9galement \u00e0 l\u2019optimisation de l\u2019utilisation des d\u00e9p\u00f4ts de la SCDP&nbsp;: la lib\u00e9ration des bacs auparavant affect\u00e9s aux stocks de s\u00e9curit\u00e9 permettra de maximiser leur rentabilit\u00e9 via une occupation par des volumes commerciaux g\u00e9n\u00e9rateurs de revenus&nbsp;\u00bb. Ce projet vient ainsi renforcer la r\u00e9silience du syst\u00e8me d\u2019approvisionnement national, aujourd\u2019hui fortement fragilis\u00e9 par la fermeture de la SONARA et la saturation chronique des installations de la SCDP&nbsp;\u00bb. Petit rappel&nbsp;de la SNH: \u00ab&nbsp;malgr\u00e9 une production journali\u00e8re d&rsquo;environ 60.000 barils de brut, le Cameroun d\u00e9pend totalement des importations pour couvrir une demande nationale estim\u00e9e \u00e0 1,9 million de tonnes m\u00e9triques par an, en croissance constante. La capacit\u00e9 actuelle de stockage (environ 275.000 m\u00b3) est inf\u00e9rieure au seuil requis pour satisfaire les exigences r\u00e9glementaires qui imposent des stocks de s\u00e9curit\u00e9 \u00e9quivalents \u00e0 30 jours de consommation et des stocks commerciaux pour 15 jours, soit un total de 470.000 m\u00b3 n\u00e9cessaires. Ce d\u00e9ficit structurel expose le pays \u00e0 des p\u00e9nuries brutales, comme observ\u00e9 par le pass\u00e9, o\u00f9 l&rsquo;\u00c9tat se retrouvait incapable de garantir un approvisionnement au-del\u00e0 de 10 jours en cas de crise logistique&nbsp;\u00bb.<\/p>\n\n\n\n<p class=\"has-text-align-right\"><em><strong>TNO, \u00e0 Kribi<\/strong><\/em><\/p>\n\n\n\n<p><strong>Rep\u00e8res<\/strong><\/p>\n\n\n\n<p><strong>Architecture de CSTAR<\/strong><\/p>\n\n\n\n<p>Le projet Tank Farm de Kribi est port\u00e9 par un partenariat institutionnel et technique regroupant la Soci\u00e9t\u00e9 Nationale des Hydrocarbures (SNH), TRADEX, ARIANA ENERGY et le Consortium RCG. La gouvernance du projet repose sur une structure organis\u00e9e autour de quatre entit\u00e9s :<\/p>\n\n\n\n<p>1. une Soci\u00e9t\u00e9 de Projet (SPV) de droit \u00e9mirati, d\u00e9nomm\u00e9e CSTAR Tank Farm Project Management LLC, constitu\u00e9e le 25 avril 2025 \u00e0 Duba\u00ef, avec une d\u00e9tention majoritaire camerounaise (51% r\u00e9partis entre SNH : 20% et TRADEX : 31%) et ARIANA ENERGY : 49%; 2. un Joint Management Committee (JMC) compos\u00e9 de 12 membres, charg\u00e9 de superviser la coordination strat\u00e9gique et technique du projet ;<\/p>\n\n\n\n<p>3. une Joint Operating Company (JOC), de droit camerounais, future entit\u00e9 d&rsquo;exploitation et de maintenance du terminal ;<\/p>\n\n\n\n<p>4. une soci\u00e9t\u00e9 d&rsquo;enl\u00e8vement, d\u00e9di\u00e9e \u00e0 la gestion des flux commerciaux de produits p\u00e9troliers.<\/p>\n\n\n\n<p>La structuration financi\u00e8re pr\u00e9voit 30% de fonds propres, soit 60 millions USD apport\u00e9s par les partenaires camerounais (SNH : 23,5 M USD ; TRADEX : 36,5 M USD via portage SNH), et 70% de dette commerciale mobilis\u00e9e par ARIANA ENERGY.<\/p>\n\n\n\n<p>&nbsp;Le d\u00e9caissement des fonds propres s&rsquo;effectue en trois tranches : 5 M USD pour financer les \u00e9tudes FEED (Front End Engineering Design), 30 M USD apr\u00e8s validation technique du FEED, et le solde \u00e0 la cl\u00f4ture financi\u00e8re pour engager la phase EPCIC (Engineering, Procurement, Construction, Installation and Commissioning), confi\u00e9e au consortium RCG.
